USACE construction is governed by the Three Phases of Control quality system (Preparatory, Initial, Follow-up), a Contractor Quality Control (CQC) plan, the EM 385-1-1 safety standard, Unified Facilities Guide Specifications (UFGS), and documentation through systems like RMS/QCS.
